who said it?

"Victory means exit strategy, and it's important for the president to explain to us what the exit strategy is."

"I think it's also important for the president to lay out a timetable as to how long they will be involved and when they will be withdrawn."

Totally different scenarios. The mission in Kosovo proved to be very successful, brilliantly planned mission, in which NOT ONE U.S. soldier died, and the area eventually became virtually self-governing (and could soon be independent). People were actually freed. This is some foreign policy $#!+ which actually worked, so naturally G. Dumbya would have wanted to phokk it up with a time line since he's all about death, destruction and being a complete and total phokking failure at everything (except raising money and getting elected). So now in Iraq you don't want a time line since this will lead to even more death, destruction and failure (therefore, a success).
