I think he must have been talking about the walking upright goal he'd set...or the not dripping slime goal he'd attempted.
Or perhaps the mission was end the beginning of the process by which we kill a lot of people, Americans, Iraqis and otherwise, while accomplishing nothing other than empowering our enemies and confirming worst fears about U.S. attempts at hegemony and "nation-building," not to mention worst fears about just how evil, horrible, misguided, corrupt, plutocratic and flat-out idiotic this administration is.
